After she was given the Ring, she gave the Elessar to Celebrían, her daughter, who then gave it to Arwen. I had never considered the 'elemental' question before and can find no evidence that was Celebrimbor's intention, but I suppose it is possible. The Elessar, however, seemingly had no part, theoretical or otherwise, in the making of the Three.
