I do not know whether the Ring of Barahir had any power. It belonged to Finrod. He gave the ring to Barahir as a pledge of aid to his house. And when Beren came to Nargothrond for that aid, Finrod gallantly went forth to his doom in the Quest of the Silmaril.
The ring was an elven-ring, made by the Noldor in Valinor.
The ring was in the fashion of two serpents with emerald eyes, one devouring and the other, supporting a crown of gloden flowers.

It probably did not have magical powers, but was a sign of social status. A person wearing that ring signaled that he was a friend to Finrod.

Barahir with his men saved Finrod's life in the Dagor Bragollach (the Battle of Sudden Flame).So Finrod "swore an oath of abiding friendship and aid in every need to Barahir and all his kin, and in token of his vow he gave to Barahir his ring."
It was kept by Beren, in the Second Age it was passed to the Faithful of Numenor. Later it became an heirloom of the House of Isildur and was kept in Rivendell.

It says when the last king of Arnor went to hide from Angmar up in the Cold place that he Gave the ring to the people there and told them that it DID NOT contian any powers but it would be bought back from them at a high price.
