Alatar and Radagast are two different wizards. Radagast's name in Valinor was Aiwendil. No one has gotten #1 right so far (that I've seen). Lenwë (Nandor), Finwë (Noldor), Ingwë (Vanyar), and Elwë (Sindar). Olwë, which many of you answered, was not a leader until his brother, Elwë, died.
