Why does the fear have to be the "same" fear? Fear owuld be present, and Sauron would undoubtedly be more terrifying than the Nazgul.

I think it was stupid to have such incompetent orcs running Cirith Ungol; I think a better plan to retrieve the Ring would not have included sending the Nazgul out to spread havoc in trying to attain the Ring by force.
