I always enjoyed Shagrat and Gorbag's conversation, but for sheer grotesque orkish leadership I have to go with Ugluk.
I thought Lurtz was very well done in the movie. He looked very evil and bestial, and it seemed a hilarious feat of depraved machismo when he drove Aragorn's sword through his own stomach.
