They are ghosts, so even Tolkien will "acknowledge" the question in the minds of readers: do their weapons even work? The Nine are not questioned about this however. They are like enough to "wraiths" or ghosts -- being invisible and fear instilling -- like enough to be called wraiths. Their robes give shape to the otherwise unseen... ...
