As I remember, while in Mordor, one of the memories that Frodo drew on for comfort was of him, Sam, Rosie and her brothers playing in the Bywater pool. (I'd look up the exact quote, but am feeling lazy tonight. I know it's in there.)

So my guess is that Frodo at least knew how to dog-paddle. [img]smilies/smile.gif[/img] Besides, he grew up with Brandybucks, who did not "look upon boats as wild horses."
