Silent Watchers - no
Natural - as in, not crafted? As much as I'm tempted to confuse you all, I won't. "It" is natural.
Connected to Elves - yes, very!!
Present during the first age - yes

Present in more than one age - yes

The Girdle is waaaay off. This isn't that hard. "It"'s something that is at the same time physical and a concept - but only because "living creatures who can think" made it a concept by differentiating it from... others.
