In Eriador? - No
Was is on the surface in the third age? - No
Ummm a realm? - No, not according to Tolkien...it sort of fits the definition though....
Did dwarves, elves, or orcs create or improve it? - Way to be precise, ....hmm, well both elves and orcs were there at points, and there was some form of elvish settlement...
West of Sirion? - No
Tol Sirion/Tol-in-Gaurhoth? - No, Sorry
