i think i'd narrow it down to frodo and bilbo. though i think bilbo used in a very clever way,he didn't bear it for long.
Bilbo bore the ring for the longest.however he had no clue whatsoever of the implications of the ring.But you cannot deny the fact after bearing it for as long as he did he had the will power to give it up
he also obtained the ring by his own ingenuity

as for frodo he knew all about the ring and agreed to take it to mordor which was a much bigger burden
for me i guess its a tie between frodo and bilbo
