I think Frodo was the strongest of the Ring-bearers, or else he wouldn't have been chosen, or rather somehow ended up with the task of bearing it. It wasn't left to him in idleness or ignorance. So, I think Frodo was the one who was most able to bear the Ring, but Sam was the one least affected by it. It may have been because he had it for a short amount of time, but I think it was because Sam did not use it for himself. Every time he touched it he did it with his master in mind, and I think that, rather than the length of time, was what kept him from corruption.
