The first two people on the list to receive THREE votes advances, so no, Thingol and Finduilas have not been officially elected.

In addition, the rule is we can only vote for one of these people at a time. To cast another vote we must wait until two other Downers cast a vote. Thus, either Thingol or Finduilas does not currently have a vote (for the sake of the tally I subtracted Thingol's vote).

I will cast my vote for Elrond.

Think I'll go with Cirdan, since he was active
in Middle-earth since before the Noldor returned
to Beleriand through into the Fourth Age.

The idea was to have one vote at a time as a sort of playoff to get
the last candidate, for a total of 20. So how about counting your first cited vote
(for Finduilas)? If so, and therefore not counting Thingol's vote, the
total so far would be
