The Ring gives power equal to the measure of its bearer -that's not an exact quote because my books are unreachable at the moment. Hobbits were a good choice because unlike men, elves, Istari, etc. they did not have much power of their own to be corrupted. The power to be loyal and to eat second breakfasts, yes?
