While Readig the Weathertop chapter I came across the part where Frodo says A Elbereth Gilthoniel to the wrigraiths. What does this mean?

One of the Valier, Varda is the creator of the stars. She is known by many names, including Elbereth Gilthoniel.

Yes, Elentari, queen of the stars, a Valar. I believe the significance of the name is that she is one of the most powerful of the Valar and she created the light of the stars and placed the sun and the moon in the skies of Middle-earth where before there was only darkness and the light of the stars. Morgoth and all of his evil servants hated the light, as it it a symbol of good and the power of the Valar, the race which their master, Morgoth, fell from.

It is said in the Silmarillion something to the effect that when Varda was beside her husband Manwë, Manwë could see all that passed in Arda, and Varda could hear all the voices pleading and calling out there.
That is why calling her name is powerful. I think the name Elbereth Gilthoniel means star-kindler of the star-host. Elentári means star-queen.

Elbereth Gilthoniel was just another name for Varda, the Vala. Varda is also known by Queen of the Stars, Elentari, and there might be another one. I don't rightly remember.

When the elves first awoke, they watched the world in wonder. They saw darknes all around them, but in the shadowy meres (meers? meere?) of Cuiviémen they saw a reflection of pinpricks of light. They looked up, and in wonder they saw the jewled stars, bright, shining, beautiful. And they fell in love, and for ever more they loved the stars, and the Elebereth, their maker. The Eldar sing her name at nightfall, when the stars rise in the sky, and Varda always thinks of the Elves in her councils, for she loves them for the light in their eyes.
