It could be, of course, Gondor as a country (or Minas Tirith, for that matter). Then the King will be indeed "new" and all the other words fit as well (about enemies coming in black and so on). The "new day" could then refer to the passing darkness when the Corsair ships (with Aragorn) come, there is a lot said about wind there as well.
