These are all good points

and perhaps we have answered hewhoarisesinmight's original question, in a round-about offtopic way. If Melkor had diminished in power by the time the Valar waged war against him, maybe they knew he was significantly weakened and so they knew that Tulkas would be able to defeat him 1 on 1, so they didn't see the need to attack him all at once.
