So far I figured out this:

"A strange folk are we," he said. "now cold, now hot. First wrath, then ruth. Under your chieftain's feet or at his throat. Down with -ar-a--! Up with -a-t-or!
Wilt thou go up?"

I guess the two words I can't get are names? (I have no idea about whom this is)
Do these names appear anywhere else than in HoME ?

H perhaps??
