I think I got the whole sentence, more of less, but I'm just not able to place it!

I've been looking for the Outer Lands everywhere but not in the right story, it seems...

Would you please add the E's to confirm my guess of words #9 and 15 ?

As far as I can see, the quote is:
"No one from the Outer Lands is supposed ever to come here; and few ever do now."
But I still haven't found from which of the Minor Works it is. Perhaps someone else will recognise it now?
