I'd have to say Lorien, because Doriath wasn't without catastrophe (Saeros being killed, the whole Nauglamir + Silmaril + dwarves = Dead Thingol). Lorien seems safer to me, so I'm going to go with Lorien. Yes, Gondolin was fair, too, but it was also destroyed (if not for Maeglin I might have chosen Gondolin as fairest). Lorien seems rather free of grief.

Did not Melian maintain Doriath with the same "timelessness" (like of the Three) other than her girdle?
