That may be true, but remember that Cirdan gave Gandalf that ring because he was staying in the Grey Havens and knew that Gandalf could use it more effectively. I'm sure that Galandriel and Elrond were/had been using their rings a lot and therefore would not need to 'put them to better use'.

But I think that if Sauron could have made a ring that only he (or other Maia) could use, I think he would have. Obviously Frodo could use it somewhat, and most of the other characters said they would not use it for fear of being mastered, meaning they could have. Yet I do believe that Aragorn does say something about none of them being able to wield it. (I know that's in the movie, not sure about the book.) So maybe Sauron did make a Ring that truly answered to him alone.
