Is it Dol Amroth? No
Is it in Lebennin? No
Is it Pelgir? You mean Pelargir? No

Is it west of the River Ringlo? Yes

And a change in answers: to the question "Is it west of the River Ringlo?" the answer is No. And see question "Founded by Numenoreans?" above - my answer seems to have been misleading.
