Per HoME, Lembas were made from a particular Valinorean strain of "corn" (which could mean grain in old english as opposed to the corn we know). The making and giving of Lembas was vested in the "Queen". As commented above, Melian apparently was one who was involved in the making of Lembas and Galadriel, though not technically a queen, knew of its making from Melian or Valinor.
