it's Middle Earth i think

Elves wre first and all was green

then men came the ones to stay in ME and inherit it

then it is where the last elves depart from

And perhaps you did get it on your second try but I think it was because you let me weed out the bad answers

But I like attempting these things and my knowledge is limited so sometimes I have to stretch to make an aswer fit

The Gray havens? Land of Green singers- Ossiriand? Not sure if that turned into havens, but I'll take a shot at it.

The elves were originally here before going to ME

during the second and third age they began returning to it

and place of departure all the elves and their guests bilbo frodo so on departed for this place
