I believe the Black Numenoreans were the people of Numenor who were corrupted by Sauron's influence when he hald dominion over Ar-Pharazon, the king.
One in particular, the Mouth of Sauron, was a decendant of those, who had landed on Middle-Earth before the sinking of Numenor. Hope this helps a bit!
