Am I right in thinking that either the Valar or Iluvatar need to pardon Maiar who have lost their outer 'shell'?

Gandalf was allowed back after he died but Saruman wasn't, and I'm guessing that the Balrog wasn't either.

But then again, Sauron took shape again after his initial shape was defeated. Is this because Sauron was more powerful than Saruman?
