The Nazgul are actually hall monitors!
Nazgul- "Where are you going?" Frodo- "To Mordor. Got a problem with that?" Nazgul-"Maybe. Where's you hall pass?" Frodo- "I am a hobbit. Do I look like I need a hall pass?" Nazgul- "Alright. But don't make this a habit!!"
