You've caught my attention; where in the books is that line? I don't remember it. Really though, why would someone in Middle Earth threaten to give the Nazgul someone's name and number? Name yes, but number? This is just slightly

before phones, so is it reference to ID numbers or something? Or house numbers? What number is being referred to, or am I just reading too much into the question...?
