It is most definitely Aragorn's speech. Now that we've seen the movie we can agree. Actually though, I think that it is not the exact same audio that is used in the movie, since Aragorn's voice sounds different. But anyway, in the trailer they have video from Theoden's speech mixed with audio from Aragorn's.
