i think you can look to the free peoples to discover a few bad guys, for example, Maeglin was possibly the "baddest" of all because of his evil lustfull desire for Idril and the throne of Gondolin and hatred of Tuor and Earendil. Also, the three middle sons of Feanor had a lot to be disired. Although Caranthir was named the dark, Celegorm probably showed most evil intent. Grima also was a slimy little sod. However i hate al the above characters, may favourite would have to be the Witch King, the most visible face of all that is bad.
