Sauron of Course, The Ring Lord....but in the Silmarillion I think he shows the true depth of his evil:

Sauron talking to Gorlim after capturing him:

'Nonetheless I will grant thy power,' said Sauron; 'and thou shalt go to Eilinel, and be set freeof my service.' The he put him cruely to death.&quot;

Oh!!! Talk about evil. That defines it. Right there.
