In writing LotR, I believe that Tolkien wanted to create a modern myth for England. And north-west Middle-earth, where the action in LotR takes place, certainly has a very Anglo-Saxon (and Norse) feel to it. But the Valar created the entirety of Arda, including the lands to the East (Khand and beyond) and to the south (Harad and Far Harad). And those areas would have a very different feel to them. So, I personally don't see objection to a multi-racial mix of Valar, so as to be representative of all the peoples of Arda.
