Removing Tom Bombadill, you remove the oldest, most powerful character in the book, the only one who was not afraid of the Ring. Tom, I always felt, was the guardian of the Shire, and the anti-thesis of Sauron. He predicts and shapes the future in this scene: "Tom laughed again, and then he spun the Ring in the air---and it vanished in a flash"
