Saruman had gone to the shire together with Wormtounge, and brought some of his ruffians along with him. They used Lotho to take over the Shire, and began terrorizing the peasants. Only the Tooks resisted. Then Frodo and his merry men came back and started a revolt, and after a day or two Saruman's men were defeated and he himself was dead, stabbed in the back by his servant Wormtounge, who himself were shot by the hobbits when he tried to escape.
