The Úlairi (more commonly known as the Nazgûl) were former kings of Men who fell under the dominion of the Nine. They were kings of various areas in Middle-earth (think: Haradwaith, Rhûn), as well as some Lords of Númenor. While still in control of themselves, they became great "rulers, kings, and sorcerers" (I think...that's not a direct quote). After they fell to Sauron's power, however, they were used against the Elves and Númenóreans during the War of the Last Alliance (although their roles at Dagorlad and Orodruin, the two main battles of that war, are a bit sketchy).
