i always got the impression that the reason Frodo could no loner enjoy the Shire was that he got pretty messed up while on the quest to destroy the ring.

1)he was poisoned my the morgul knife
2)he was poisoned by Shelob
3)last, but certainy not least,being the ring bearer. He knew what the powers of the ring were, and he used them more than any of the 3 previous bearers. He was almost not able to give up the ring. This coupled with the end of magic in Middle Earth made him feel "streched" and, as Gandalf said, he was never able to recover from his wounds. In the end, the ony place where he would have been able to find peace
