I believe the Rohirrim paid Sauron with horses. They said that at the Council of Elrond. Also, Saruman doesn't seem like Sauron's slave, after all, he sent his own Mordor Orc (Grisnakh) to make sure Saruman didn't take the Ring for himself. At least that's what I think happens.
