the hobbits need to be children.

Please not little children! One thing that really annoyed me about hobbits was how the men treated them as kids, even though they were older than them! Perhaps teenagers?
As for an orphanage, I wouldnt reccomend it. Hobbits were known for big familys, and also orphanages are not the happiest place on earth.

I agree with doug*platypus in that it shold be your interpretation. other whise, your just stealing the idea.
