The 3, 7 and 9 are all greater Rings. There are also an unstated number of 'lesser' rings (one of which Gandalf thought the One might be). All the Rings (except the One) were made by Elves for Elves (some with an assist, and a possible exception for Durin's Ring). All the Ring's alike were intended to preserve that which is desired, and to prevent decay. All the rings also could enhance the natural power of the possessor. For more detail see Letter 131.
