The reason we don't hear anything of the three Elven-rings in the LOTR is because they were hidden from the Eye of Sauron. They really could not use their power of beauty to help Arda because the One was still at large and not destroyed. And, if they were to be captured by Sauron, then he could twist them to do much evil, instead of good. So, the Elven-lords hid them until the One was destroyed.
