As admin, do you know what people score without them self-reporting? (Does the board retain scores?) If so, the obvious thing would be to index them based on participant scores. Of course then you would have to wait until a certain number of people had taken it to achieve a baseline sample. But I'd say that Ben's idea, of trusting your own judgment, is far more practical than anything else.
