Lindil got it right on "reincarnation". If your asking why he returned to Middle Earth , I think that Letters refers to his love of M.E. I been involved in discussions where it has been proposed that he was sent by the Valar, but there is no hard evidence on this point. If your asking when, I don't know, but probably sometime in the Second Age.
