Yes I agree Alaklondewen. This one was Aragorn speaking to the four Hobbits in the Prancing Pony after they had read Gandalf's letter.

This was said by Legolas to Gimli when they were rowing (sailing) up the Anduin to the battle of the Pellennor fields. By the way, I have a question to you people from English speaking countries: Did Tolkien make up all these proverbs in his books? Or are some of them real existing proverbs in English?? Just wondering...

In answer to Guinevere's question, nearly all of Tolkien's proverbs are made up by him although they sound very authentic, don't they? The only 'genuine' English saying quoted here is 'handsome is as handsome does.' (Tolkien's proverbs are delightful but real English proverbs too, IMO. My favourite is 'Fair words butter no parsnips.')

"(as they say in Bree)", I believe that is the rest of the sentence by Gandalf to Frodo in the Last Homely House. They are speaking of Old Barliman of course.

Gandalf did say it about Gollum, but not at the Council. He said it in Bag End in The Shadow of the Past, but since you had the right idea...It's your turn.

This is in RotK, when Gandalf and Pippin ride to Minas Tirith. As they arrive at the North gate of the Rammas Echor they are talking to some men of Gondor. "Man!" cried Pippin "I am a hobbit and no more valiant than I am a man, save perhaps now and again by necessity." "Many a doer of dreat deeds might say no more," said Ingold "But what is a hobbit?"

I think this sounds like Gandalf speaking about Sauron's first motion toward war, and the fact that he was setting his troops in motion earlier than he originally meant. Now, I don't remember whether he said this to Denethor, Faramir, or Pippin, but it was after he and Pippin arrived in Minas Tirith. Again, this is all off the top of my head.

It wasn't Gandalf either. Though you are right that it is about Sauron striking too early.

From Aragorn to the Riders of Rohan after one remarked "Do we walk in legends or on the green earth in the daylight?" That is one of my favorite quotes.
