Well it could be either a Nazgul or an eagle commenting on the death of the Witch King. (Because if it were the death of Sauron, I'm not sure who'd exactly rue it.) But the only way this makes sense to my sensibility would be if an eagle sang it, sort of gloatingly. But maybe Nazgul are kind of "verse-ey" in your mental-picture. They're very terse in mine.
