Well, actually i read it in the Encyclopaedia of Arda (witch i am currently translating into rigsdansk)...

You can see the whole story here.

The only clue we get on that page is it is written in 1958. In "DISCLAIMER & BIBLIOGRAPHY" they write they used "The letters of J.R.R. Tolkien" to make their site. So it's probably in there somewhere!
