I hadn't noticed the juxtaposition of rum and AA! Yes, that works. But it's simply that 'rum' is a word meaning strange. Circulating, not strange, was the anagram indicator.

And Tharkun *could* be found on the ship west, but I didn't realise that when I used ARK and hunt to produce the clue.

Anyone know of a rune that sounds like Eeyore?

There's a Viking rune called As/Oss, but that doesn't really get me anywhere.

Eeyore sounds like IOR, which begins the name IORHAEL, or IORLAS (or, indeed, IORETH), but I don't think that's what the clue's asking for either. Unless there's a rune called HAEL?
