Eel is correct. Venerated is being used in the technical sense here. And there is more to the cryptic clue. :)

You've actually interpreted both of those parts of the clue correctly, but the answer isn't right (and doesn't strictly contain CELEB, because Sindarin).

3. RANA certainly gleams, but I'm not sure its name does. And is it technically 'beyond the circle(s)' of the world?

I was looking for something beginning with RAM for the beast, but no luck there.

Anyway, nope! 'Love lace' and 'flatfish' are both English references, and definitely not Tolkien ones. The straight clue actually has a certain Galadriel connection, though...

Ada manta it is (and as it happens, they are all people; the theme requires it). I didn't wind up using any of the other jewel-named Hobbits, but I was very glad to have them available.
