On first impressions I would have to say FOTR would be the best. It was just a very coherent and solid piece of work by Jackson. From the Last Alliance prologue to the duel between the Balrog and Gandalf, to Aragorn fighting through the Uruk-hai it was all very good action and acting.
I now love the TT after multiple viewings but its first impact wasn't that great, probably because it strayed from the book compared to FOTR. However its still very watchable and with the EE it is absolutely amazing.
Between ROTK and TT is very hard, because ROTK starts off incredible, the urgency of Minas Tirith with the very andrenaline pumping Battle of the Pelennor Fields. However I think it ends rather poorly because it seems rushed as soon as the scene with Aragorn and the Host of the West marching from Minas Tirith begins. The only saving point was with the destruction of the Ring and hence the fall of the Black Gate. That was a very inspiring scene.
Meanwhile TT starts off poorly (IMHO) right until near the end of the Battle of the Hornburg, with Eomer's charge and the sacking of Isengard... so I will both place them second behind FOTR in terms of first impressions.
