Unlike the movie version, the Nazgul weren't engaging in wanton murder across the Shire. They were not supposed to draw attention! Their one and only job was to find the Ring, not kill random hobbits.

Except if they knew Frodo and company were involved. Recall Fatty Bolger's scare, and the attack on the Peancing Pony. The Nazgul might not have killed Bolger per se but they didn't come for tea either. What would they do if they discovered the person to last see Baggins and possibly know some of his plans? I think Maggot's best protection is playing dumb; as long as the Nazgul don't suspect he knows more about Frodo than any other average hobbit they won't care abiut him too much.
