Eönwë's plan is a perfectly fine one, and barring major objections, it might be a good idea to just adopt it as the default moving forward to avoid confusion. If everyone's arguing, it could be hard for the Dead to be clear, so I think it would be better to pick a plan that will work and stick with it than to debate about what the best possible plan would be.
