Yes. The setting is early Third Age, so all the technology and arts of the Elves have been passed on to the Numenoreans. This is far in the northwest of Third Age Middle Earth, and therefore rather far away from centers of civilization. However, prophecies have foretold of werewolvish evil, and so villagers from time to time have forayed out into the known world and collected tomes, scrolls, and books filled with lore; through these things the village has passed from being a mere fishing village on the edge of the Sea to a mildly renaissanced village with limited trade to the civilized world.
